Japan is facing in an aging society with a declining birthrate and an imbalance in overpopulated cities and depopulated rural. The imbalance harms an effective allocation among resources and accordingly decreases productivities in the sense as a whole including not only production technologies but also methods of consumptions. The raising productivities are necessary to moderate the burden of the younger in the aging society with declining birthrate. A person in rural can makes a better life than those in overcrowded cities.
